ACAMS Vancouver Chapter June 2026 Event: Human Trafficking: The Dark Side of Large-Scale Events

Jinisha Bhatt is the Founder of Canada Anti-Human Trafficking Consortium and an anti-financial crime investigator situated at the intersection of AML (Anti-Money Laundering) & HT (Human Trafficking). She specializes in multi-jurisdiction crypto fraud, ML, and HT investigations in the crypto and fintech sphere. Through CAHTC,  Jinisha conducts proactive investigations on sex trafficking entities in Canada and the US and provides actionable intelligence to law enforcement and private sector entities. She conducts complex human trafficking investigations using publicly-available data to enhance the victim identification and prosecution rates.  Jinisha holds a Certified Anti-Money Laundering Specialist designation (CAMS), a Chainalysis Reactor Certification (CRC), and a Chainalysis Ethereum Investigations Certification (CEIC).

Adaira Gervais is the Manager of AML Investigations at Tru Cooperative Bank (formerly First West Credit Union), where she leads a team of experienced ML/TF investigators. With a decade of experience in anti-money laundering and fraud investigations, she holds deep expertise in financial crime detection and investigative analysis. Committed to continuous learning, Adaira is passionate about knowledge sharing, mentorship, and advancing investigative practices - particularly in identifying and disrupting financial activity linked to human trafficking and exploitation.

Constable Gurpreet Arora has been a regular member of the Royal Canadian Mounted Police since January 2015. He began his policing career working in General Duty and the Traffic Section. In 2020, Constable Arora moved to Internet Child Exploitation (ICE) section and went on to serve in the ICE section for 5.5 years. During this time, he was involved in every investigation undertaken by the unit, contributing in various capacities. In addition to investigative work, Constable Arora facilitated child exploitation training courses, providing specialized knowledge and skills to law enforcement agencies throughout British Columbia. Constable Arora has recently taken a position with the Counter‑Illicit Finance Alliance of British Columbia (CIFA-BC), where he coordinates financial intelligence and information sharing with partner organizations to disrupt and combat illicit financial activity.

Supervisory Special Agent Raffi Guluzian currently serves as the HSI Assistant Attaché to the US Consulate in Vancouver, British Columbia, Mr. Guluzian oversees HSI Vancouver’s continued effort to identify, disrupt & dismantle the production and smuggling capabilities of transnational criminal organizations operating in the region and a focus on capacity building & information sharing with host country LE to build long-term investigations. Mr. Guluzian’s prior assignment was in HSI Los Angeles SAC Office’s Ventura Division. As Acting Special Agent in Charge, Mr. Guluzian led two offices in the division covering the California central coast counties and the San Fernando Valley in Los Angeles. As an agent, Mr. Guluzian worked in the HSI San Francisco Financial Investigation and Money Laundering Group.
 

Corporal Mathew Condon brings 14 years of dedicated policing experience to his role as the Director of Operations at CIFA-BC. His diverse background includes roles in professional standards, provincial major crimes, and, most notably, within the command triangle of Project E-Neutralize – the Royal Canadian Mounted Police’s team dedicated to the Cullen Commission of Inquiry into Money Laundering in British Columbia. During his tenure there he obtained his accreditation as a Certified Anti-Money Laundering Specialist through ACAMS.
