ACAMS South Florida Chapter May 2026 Event: Major Sporting Events & Exploitation Risk – Prevention Through Financial Intelligence

Alek Dvoskin joined Block in 2024 and leads the Global Intelligence team, which includes Special Investigations Units, Intelligence Analysis Unit, Law Enforcement Engagement, and oversight of all complex investigations.

Prior to Block, Alek led PayPal’s Compliance Investigations Americas and Global Crypto Investigation organizations. Before that, he served as a Deputy Director with HSBC Financial Intelligence Unit’s Client Intelligence team, which was responsible for detecting complex illicit networks, sanctions, and tax evaders, as well as identifying emerging criminal typologies.

Alek previously served as a Supervisory Intelligence Analyst with the FBI’s Intelligence Division in New York, where he led Intelligence Analysts and Staff Operations Specialists supporting sensitive investigations.

Alek is CAMS certified and is the former Board Co-Chair of the South Florida ACAMS chapter. He holds a Master’s Degree in Criminal Justice with a specialization in Investigations, a graduate-level Certificate in Terrorism Studies from John Jay College of New York, and a graduate-level Certificate in Blockchain Innovations from M.I.T.

Oscar Enriquez is a Director in Kaufman Rossin’s risk advisory services practice, with significant experience in assisting financial institutions including banks, fintechs, broker-dealers as well as other institutions navigate complex business challenges and manage risk, especially in the area of Bank Secrecy Act, Anti-Money Laundering and OFAC / sanctions compliance.

He specializes in implementing, validating, and calibrating BSA/AML/FRAML models and tools including transaction monitoring, customer risk rating, fraud, and OFAC / sanctions and watch list interdiction systems. He has experience in remediation of regulatory enforcement actions, training, risk assessments, workflow/staffing assessments, and NACHA review services. Oscar supports the Firm’s Risk Intelligence Suite, a line of Software-as-a-Service tools that provides real-time geographic risk, statistical analysis, visualized benchmarking of KPIs and project management solutions. Oscar also performs due diligence for forensic accounting, dispute-related and business valuation services.

Before joining Kaufman Rossin in 2015, Oscar spent eight years as a compliance professional at Banco de Bogotá, Colombia’s oldest bank. As lead investigator and compliance officer, he conducted BSA/AML/OFAC investigations for the bank’s U.S. agencies (Miami and New York). Oscar implemented, and managed the bank’s automated compliance technology.

Oscar is a Certified Professional in Anti-Money Laundering (CPAML), Certified Anti-Money Laundering Specialist (CAMS) and Certified Global Sanctions Specialist (CGSS). He earned his bachelor’s degrees in finance and international business from the University of Toledo and his Masters of Business Administration from Florida International University.

Alex Sardinas is a seasoned financial crime expert with over 12 years of experience in the industry. Currently serving as the Regulatory Risk Optimization Manager at Ocean Bank, a leading South Florida-based financial institution with over $7 billion in assets, Alex spearheads the research and implementation of cutting-edge technologies to enhance the Bank's regulatory risk management strategies.

With a solid foundation built over six years managing the High-Risk unit at Ocean Bank, where he led intricate investigations, Alex brings invaluable insight and proficiency to his current role. Alex is recognized for his expertise in various aspects of financial crime prevention, including BSA/AML, Transaction Monitoring, SARs, OFAC/Sanctions compliance, Model Risk Management, and Model Validations. Alex has a proven track record in rules optimization, implementation of new applications, and KYC application development.

Furthermore, Alex is CAMS and CCAS certified, demonstrating his dedication to upholding industry standards and staying abreast of the latest developments in regulatory compliance. He has also been a prominent speaker at numerous industry events, where he shares his insights on innovation and technology as they relate to BSA/AML practices.

Alex holds a Bachelor of Science in Criminal Justice with a minor in Psychology from Florida International University, providing him with a comprehensive understanding of the behavioral aspects underlying financial crimes. Armed with this academic background and hands-on experience across multiple facets of financial crime prevention, Alex is uniquely positioned to drive innovation and optimize regulatory risk management strategies.

Nicholas (Nick) Schumann is HSBC’s US Head of Financial Crime Strategy & Framework, leading the bank’s US financial crime strategy, governance, and reporting. He oversees external engagement and advocacy on financial crime matters and HSBC’s participation in US public-private partnerships.

Nick joined HSBC in 2015 after nearly seven years with the US Department of the Treasury’s Office of Terrorism and Financial Intelligence, where he supported the development of targeted financial measures to address national security threats, with a focus on Latin America and the Caribbean. He later served as the Senior US Treasury Representative to US Southern Command (SOUTHCOM) in Miami, helping to establish SOUTHCOM’s Counter-Threat Finance (CTF) Branch.

Nick earned an MBA and BA (History) from the University of Florida and a Graduate Certificate in Latin American and Caribbean Studies from Florida International University. He is a Certified Anti-Money Laundering Specialist (CAMS), served as Co-Chair of the ACAMS South Florida Chapter (2023–2024) and remains a Board Member Emeritus. He was recognized as the 2023 ACAMS Anti-Financial Crime Professional of the Year. Nick is also a US Army Reserve officer with multiple overseas deployments and serves as a National Co-Chair for Valor, HSBC’s Employee Resource Group for veterans.

Prior to joining FTI Consulting, Mr. Veltri worked at the Federal Bureau of Investigation (FBI), where he served in a variety of roles for more than two decades. Jeff led the FBI’s Civil Rights program from 2016-2018. In that capacity, he was responsible for the FBI’s Human Trafficking program nationally. Most recently, he was the Special Agent in Charge of the Miami Field Office, overseeing all regional domestic FBI operations as well as international operations in Central and South America. Mr. Veltri led the office’s cyber, counterterrorism, counterintelligence, and criminal investigations, including the investigation and large-scale infrastructure takedown of Blackcat/AlphaV in December 2023 and the disruption of a North Korean fraudulent remote IT worker scheme in January 2025.

Mr. Veltri’s other roles within the FBI included Domestic Director of National Intelligence Representative, Section Chief and Deputy Assistant Director of the Security Division, and Assistant Special Agent in Charge of the New Orleans Field Office, where he led and oversaw security investigations, health care fraud, physical security operations, the polygraph and FBI Police program, and served as the FBI’s Chief Security Officer.

Mr. Veltri earned a bachelor’s degree in criminology from the University of South Florida and a Juris Doctorate from the Widener University School of Law. He is also a licensed attorney in Florida and Washington, DC.

Miami-Dade State Attorney Katherine Fernandez Rundle is a second-generation attorney committed to administering Smart Justice for all. After her appointment in 1993, residents made history in 1994 by electing her as the first Cuban-American State Attorney in Miami-Dade County and the State of Florida. She was subsequently re-elected to eight terms as the county’s top law enforcement officer.

Before her initial appointment, Fernandez Rundle served our community for 15 years as an Assistant State Attorney, serving as Chief Assistant State Attorney and Legal Counsel to the Dade County Grand Jury under then-State Attorney and future United States Attorney General, Janet Reno and Legal Counsel to the Dade County Grand Jury.

SA Fernandez Rundle pioneered the fight against the sex trafficking of our children with her Human Trafficking Task Force, a cooperative multi-agency law enforcement effort aimed at arresting and prosecuting those who prey on our children and our youth while finding ways to rescue and build a safety net of services for these seriously traumatized victims.

She earned a bachelor’s degree from the University of Miami and post-graduate and law degrees from the University of Cambridge Law School in England.

SSA Elli Bray Goodrich has been the Supervisor for FBI Miami Field Office Crimes Against Children Squad since 2024. SSA Goodrich joined the FBI in 2012 and worked Crimes Against Children and Violent Crime investigations.  

Stephen K. Talpins is a Chief Assistant State Attorney at the Miami-Dade County (Florida) State Attorney’s Office.  He reports directly to the State Attorney and participates on the executive and other key teams.  As Chief Assistant State Attorney, he is or was responsible for the County Court, Misdemeanor Domestic Violence Unit, Juvenile, Felony Domestic Violence Unit, Human Trafficking Unit, Cyber Crimes Unit, Felony Divisions in Unit IV, Investigations Division, Gang Prosecutions Unit, Gang Strike Force (GSF), Gun Violence Initiative (GVI), Narcotics Unit, Organized Crime (OC) Division, Public Corruption (PC) Unit, Smart Justice Strategies Unit (SJSU), Community Outreach Division (COD), and Treatment Courts Unit (TCU), which includes Drug Court, our Mental Health Programming, and Veterans Treatment Court.  He serves as the office lead on Smart Justice programming and co-lead on the Media Team.

Mr. Talpins is a nationally recognized author, advocate, and speaker on Smart Justice and other criminal justice related issues.  He has worked collaboratively and diplomatically with public, private, and non-profit stakeholders, published dozens of articles, given well over 200 presentations, served on multiple expert panels, and participated on the Boards of three non-profit associations.  His efforts have been recognized by numerous organizations and agencies, including Citizens Against Drunk Impaired Drivers, Mothers Against Drunk Driving, and the National Commission Against Drunk Driving.  During the past decade, The Century Council identified Mr. Talpins as “One of the 20 People to Watch,” the National Highway Traffic Safety Administration gave him a Public Safety Award, the Office of National Drug Control Policy (the office of the United States Drug Czar) named him an Advocate for Action, and the International Association of Chiefs of Police recognized him as an Ambassador of the Drug Recognition Expert (DRE) Program.  Most recently and significantly, the National Institute of Justice (NIJ) selected him as a member of the 2021 Law Enforcement Advancing Data and Science (LEADS) program cohort and the Ministerio Publico do Estado de Minas Gerais, Brazil (MPMG) awarded him a Medal of Merit.  He is a member of the Prosecutors’ Center for Excellence (PCE) National Prosecution Best Practices Committee, as well as the Association of Prosecuting Attorneys (APA) National Prosecutorial Dashboards Advisory Group.

Dave Clancy entered on duty with the FBI in 2009 and has since served as a Special Agent working national security and criminal matters. Dave has held supervisory assignments in the field and at FBI HQ. Currently Dave holds the role of Assistant Special Agent in Charge of the FBI’s Miami Field Office.  

Silvija is a certified financial crime expert with over 20 years of international experience across the financial sector. She is the founder of RedFlag Accelerator, a global platform specialising in persona-based human trafficking and exploitation typologies. A recognised thought leader in anti-financial crime, Silvija advises international initiatives and speaks globally on identifying and disrupting human trafficking, exploitation, and complex fraud. Her work focuses on translating intelligence and typologies into practical tools for financial institutions, law enforcement, and cross-sector partners.

Chris has dedicated his life in service to God, his family and our nation serving in the US Marine Corp for 8 years Chris deployed in 2005, 2007 in support of Operation Iraqi Freedom Enduring Freedom and in 2009 in support of CTF 151 Counter Piracy operations in the Gulf of Aiden.  Upon returning Chris finished his military service as a recruiter in the Northwest United States.  After completion of military service Chris spent 9 years supporting various industries and environments in the Greater Las Vegas valley as a security professional in both an armed and unarmed compacity and received training in law enforcement operations.  While he was working Chris also finished a bachelor's degree in criminal justice and later a master's degree in cyber security.  Upon completion of education Chris entered the fight against human trafficking in 2019 working for several organizations in support of intelligence collection to better support law enforcement and Financial industries.

Garima Chaudhary is the VP, Financial Crime and Compliance AI of ThetaRay. In her previous role, Garima served as Global Head of Financial Crimes & Compliance Management Solution Engineering at Oracle, where she led a global organization of domain experts supporting solution strategy and consulting across Anti-Money Laundering (AML), KYC, sanctions, fraud, advanced analytics, and regulatory reporting.

Over more than a decade in this leadership capacity, she established a strong track record of shaping go-to-market strategy and driving growth for enterprise financial crime and compliance solutions. Her work sat at the intersection of business strategy, regulatory complexity, and emerging technologies.

Garima partnered closely with global financial institutions and strategic partners to influence product direction, accelerate market execution, and deliver measurable business outcomes. She is particularly passionate about harnessing AI, data, and cloud innovation to help organizations stay ahead of financial crime risks and evolving regulatory demands, enabling solutions that are trusted, scalable, and future-ready.
 

Rukmini is an industry-recognized thought leader with over 25 years of experience across financial crimes compliance, anti-money laundering (AML), sanctions, governance and risk, model risk management, information technology, and internal controls. As the founder of Cygnus Compliance, she is widely regarded as a subject matter expert in enterprise risk, audit, information security, and regulatory compliance frameworks.

Rukmini has led the design and implementation of compliance programs for both domestic and international banks, including institutions operating under regulatory enforcement actions. She is known for delivering practical, risk-based solutions tailored to complex operating environments and has played a pivotal role in developing industry-standard frameworks and methodologies for compliance system reviews. Her expertise in evaluating and optimizing compliance systems has set the benchmark for compliance practices across the industry.

Earlier in her career, Rukmini held senior leadership advisory and technical roles at Telavance (later ACA Telavance) and FIS (formerly Metavante/Prime Associates). At Telavance, she helped shape the firm’s compliance advisory services, working closely with global banks to remediate critical financial crime risks and implement sustainable governance programs. While at FIS, she managed cross-regional teams responsible for market research, quality assurance, and product development for flagship financial crime compliance solutions. She oversaw large-scale data environments encompassing millions of customer records and transactions and ensured those platforms consistently exceeded expectations during high-stakes regulatory audits and examinations.

Prior to founding Cygnus, Rukmini served as a Director within the risk and internal audit practices of nationally recognized consulting firms, where she provided executive oversight for compliance engagements spanning model validations, enterprise risk assessments, and IT governance. Her collaborative leadership, deep regulatory knowledge, and ability to align compliance goals with business strategy makes her a trusted advisor to financial institutions navigating today’s evolving risk landscape.

Christian Bermudez is a senior financial crime leader with over 15 years of experience directing global investigative teams across the U.S. and Latin America. He currently serves as the U.S. Director of Major Financial Crime Investigations for HSBC. Throughout his tenure at HSBC, Christian has held multiple leadership positions in both Miami and Mexico City, spearheading large-scale investigations into money laundering, sanctions, and fraud.

Prior to his regional leadership roles at HSBC, Christian served as an AML Investigator at Promontory Financial Group, conducting in-depth forensic reviews and typologies to support regulatory obligations for private sector clients. His foundational experience includes nearly a decade at the Office of the Special Narcotics Prosecutor for the City of New York as a Senior Investigator. In this role, he collaborated with federal agencies like the DEA and IRS to trace international financial flows and dismantle criminal networks. Certified in CAMS and CPAML, Christian specializes in transforming investigative frameworks and strengthening financial crime risk management to safeguard institutional integrity.

AJ joined Kodex in July 2024 after building TikTok’s Law Enforcement Outreach program for over three years.

Prior to TikTok, he had a distinguished law enforcement career, serving as a Sergeant and later as a lead Detective on high-profile investigations. He specialized in legal processes supporting criminal cases, gaining insight into how companies engage with law enforcement.

AJ is passionate about child safety online, serving on the board of the Ontario Child Sexual Exploitation Investigators Association and as the inaugural chair of the Technology Coalition’s Law Enforcement Outreach and Response Committee.

An avid coach, athlete, and writer, his debut novel became an Amazon bestseller. He holds a psychology degree from Wilfrid Laurier University and lives in the Toronto area with his wife and three daughters.

Lacee Monk is an Assistant United States Attorney for the Southern District of Florida.  Ms. Monk currently serves as an AUSA in the Public Corruption Section, which oversees the investigation and prosecution of federal crimes affecting government integrity, including bribery of state, local and federal officials, election crimes, and other related offenses. Prior to joining Public Corruption, Ms. Monk served as an Executive Assistant United States Attorney where she oversaw the District’s Criminal Division and Civil Division.  Prior to joining the Executive Division, Ms. Monk served in the Office’s Special Prosecutions Section where she specialized in prosecuting offenses involving violence, child exploitation, and human trafficking, including the Southern District of Florida’s first prosecution for Foreign Murder of a United States National. In 2023, Ms. Monk received the Timonthy Evans Award from her Office, which recognizes an AUSA who exhibits excellence and fulfills the mission of the U.S. Attorney’s Office in the face of challenging and arduous work.  In 2025, Ms. Monk received the Group Achievement Award from the Federal Law Enforcement Association as a member of the prosecution team in United States v. Geilenfeld, which involved the prosecution of a U.S. citizen for sexually abusing multiple orphans in Haiti.  Ms. Monk was also recognized by the U.S. Marshals in 2025 for helping to locate one of the U.S. Marshals Most wanted who was charged with murder in Miami, Florida, and kidnapping a woman in Canada. Ms. Monk attended the University of Miami for both her undergraduate and law school studies.  

Sean Murphy is a Data Scientist at Thomson Reuters Special Services specializing in the application of natural language processing, geospatial methods, and machine learning. At TRSS, he builds pipelines that power decision support systems for government and commercial clients. He holds an M.S. in Data Science from the University of Denver, and is passionate about combining data science and human expertise to address real-world problems.

Sasha Larkin is the Director of Intelligence and C4 Operations for the 2026 FIFA World Cup, overseeing intelligence coordination, threat assessment, and multi-agency collaboration for the largest sporting event in history, spanning 16 host cities across the United States, Canada, and Mexico.

Prior to FIFA, Sasha retired as the first female Assistant Sheriff in the history of the Las Vegas Metropolitan Police Department after more than 25 years of service. During her distinguished career, she commanded major divisions including Homeland Security and Investigative Services and led intelligence operations surrounding some of the nation’s most complex public safety and major event challenges. She represented LVMPD nationally on issues involving counterterrorism, violent extremism, intelligence-sharing, and crime prevention, serving on numerous executive working groups and advisory boards, including collaborations with the Office of the Director of National Intelligence and the Joint Counterterrorism Assessment Team in Washington, D.C.

A nationally recognized leader in community engagement and organizational innovation, Sasha helped build the LVMPD Office of Community Engagement and expand one of the country’s most successful Fusion Liaison Officer programs, helping strengthen trust and collaboration between law enforcement and diverse cultural, faith-based, refugee, and underserved communities. Her leadership philosophy centers on the belief that public safety is strongest when communities feel seen, heard, and connected.

Sasha is an internationally sought-after speaker who has presented around the world on leadership, resilience, wellness, homeland security, counterterrorism, mass casualty response, human trafficking prevention, and community-based policing strategies. She has spoken for organizations including the Naval Postgraduate School, Police Executive Research Forum, Strong Cities Network, and the United States Department of State.

Her work has earned numerous national honors, including the Anti-Defamation League’s Shield Award, the Girl Scouts Community Service Award, and recognition at the prestigious Top Cops Awards in Washington, D.C. Beyond her professional accomplishments, Sasha has taught yoga and resilience practices for more than 25 years, integrating leadership, wellness, and nervous system regulation into her work with executives, first responders, and organizations around the world.
