ACAMS Pittsburgh Chapter June 2026 Event: Intersection Between BSA/AML and Law Enforcement

Megan Bicker has been a Special Agent with Internal Revenue Service, Criminal Investigation since 2023, where she investigates possible criminal violations of the Internal Revenue Code, money laundering, and related offenses.  As co-leader of the SAR Review Team for the southern portion of the Western District of Pennsylvania, she conducts bi-monthly reviews of suspicious activity reports.  She works with other law enforcement agencies and the Internal Revenue Service’s Financial Crimes Task Force to identify leads and develop investigations.  She has a bachelor’s degree in forensic accounting from Carlow University, and obtained her Certified Anti-Money Laundering Specialist certification in 2022

Nicole A. Stockey is an Assistant United States Attorney for the Western District of Pennsylvania and has been so employed since January 2021. Ms. Stockey is currently a member of the Criminal Division and assigned to the Economic, Cyber, and National Security (ECN) Section.  She has also worked in the Violent Crimes and Narcotics (VCN) Section.  Ms. Stockey focuses her practice on investigating and prosecuting a variety of federal violations, including firearms, narcotics, wire fraud, bank fraud, mail theft, child exploitation, cybercrime, national security, election law violations, money laundering, tax, healthcare fraud, bribery, and other white-collar crimes. She has tried multiple federal jury trials and handled hundreds of federal criminal investigations and prosecutions involving various federal agencies and local partners.  

Prior to joining the U.S. Attorney’s Office, Ms. Stockey was a partner at the international law firm of K&L Gates LLP, where she practiced in the White-Collar Defense and Investigations and Commercial Litigation and Dispute Resolution groups, with a focus on employment law litigation. Prior to joining K&L Gates, Ms. Stockey was a summer associate at Wilmer Hale in Washington D.C. Ms. Stockey is a graduate of the Pennsylvania State University Schreyer Honors College (2004) and the University of Virginia School of Law (2009).

Mr. Melucci has been an Assistant United States Attorney for the Western District of Pennsylvania since 2006 and currently serves in the Economic Crimes Section. He has prosecuted a variety of financial fraud schemes, including bank, wire and mail frauds, identity theft, tax frauds, embezzlement, Ponzi schemes, elder frauds, bankruptcy frauds, cyber frauds, as well as online frauds perpetrated through the internet such as romance scams and business email compromises.

He chairs the Bankruptcy Fraud Task Force, the Identity Theft Fraud Working Group, and the Department of Justice National Fraud Enforcement Task Force. 
His notable prosecutions include convictions against “Dance Moms” TV star Abby Miller for bankruptcy fraud, convictions against domestic and foreign nationals who hacked into a UPMC database, and a conviction against the largest tax fraudster and a PPP Covid fraudster in the Western District.  

He is a graduate of the Dickinson School of Law, and Washington and Jefferson College.
