Overview
Daniel Baulch will talk about strengthening Australia’s AML/CTF framework in response to corruption-linked financial crime, with integrity and ethical leadership as central themes. Drawing on his experiences with Victoria Police and roles in ICAC, he will explore how corruption and abuse of power not only enable money laundering but also undermine trust in institutions and weaken the foundations of compliance systems. He will examine key domestic risk areas, including politically exposed persons, public sector vulnerabilities, and red flags such as unexplained wealth and complex corporate structures. He will highlight with examples how failures in governance and oversight often reflect deeper cultural issues, where ethical standards and accountability are not firmly embedded. Dan will also discuss what are the strategies for building resilient defences that go beyond technical controls and explain why strong AML/CTF systems depend on values-driven leadership, a culture of transparency, and the courage to act early when integrity risks emerge.
