Minh T. Nguyen, CAMS, CCAS currently serves as DEA’s Section Chief of the Cyber Support Section at DEA Headquarters.  Prior to serving at DEA Headquarters, Section Chief Nguyen served as the DEA Attaché in Thailand.  Section Chief Nguyen also served with the DEA in Philadelphia, Vienna Austria, Miami, and New York.  In mid-2026, Section Chief Nguyen will be transferred to Hong Kong where he will oversee DEA’s China and chemical portfolios, among other duties. 

Ryan Sibbald serves as an Assistant Special Agent in Charge with the Drug Enforcement Administration (DEA), where he oversees operations in Sacramento across multiple offices of Northern California. In this leadership role, he directs complex investigations targeting major drug trafficking organizations and emerging threats impacting communities across the region.

Prior to his current assignment, Mr. Sibbald led precursor chemical and online investigations at the DEA’s Special Operations Division (SOD) in the Washington, D.C. area, a headquarters component that supports global enforcement efforts. His work focused on disrupting transnational criminal networks and countering organizations linked to foreign terrorist activity. 

With more than 20 years of federal law enforcement experience, Mr. Sibbald has served in a variety of domestic and international assignments. He has commanded a DEA Special Response Team and led numerous high-impact financial and narcotics investigations targeting illicit proceeds and criminal enterprises. 

Mr. Sibbald is also an ACAMS Certified Crypto-Asset Specialist (CCAS), bringing specialized expertise in cryptocurrency and financial investigations to his work.
